Course Description
|
This course provides an understanding of the basic idea of the Port State Control procedures and enables cadets to gather the existing knowledge base on the subject. In addition, it aims to develop their skills to better understand what the PSC officers require during their controls and how to better communicate with the PSC officer in charge using the correct tone and maritime terminology.

Course Objectives
|
Students who successfully pass the course will acquire knowledge required for Port State Control concept, existing MoUs on PSC and skills required for communicating with a PSC officer during an PSC inspection. Main objectives are:
- To briefly explain Port State Control (PSC) History & Concept
- To teach PSC terminology and frequently used phrases
- To make the students acquainted with procedures and existing MoUs on PSC
- To familiarize students with PSC check lists.
- To teach standard phrases used by safety officer on board (SMCP B-2)
- To teach firefighting terminology and fire related communication.
- To teach LSA terminology and LSA inspection related communication
- To improve students’ self-confidence in an inspection scenario by role playing

Course Learning Outcomes
|
Students who successfully pass the course will acquire information on history and necessity of PSC from safety of life at sea, environmental protection and working conditions at sea aspects. They will also improve their inspection communication skills. Students will be able to :
- Assess the importance of PSC inspections
- Have an understanding of importance of individual on board duties and maintenance.
- Have a better understanding of the way that PSC system works global level.
- Foresee the PSC inspections in different parts of the world and will prepare accordingly
- Use fire-fighting terminology effectively and explain status of the equipment and individual performance on the subject
- Use LSA terminology effectively and explain status of the equipment and individual performance on the subject
- Explain him/herself on the subject with self-confidence
- Perform flawlessly in a possible PSC inspection with full confidence pertaining to communication.

Instructional Methods and Techniques
|
In addition to in-class, slide-based lecture, students will be given homework to make small-scale research on PSC, MoUs and various PSC checklists. At the last three weeks of the course each student will role-play with the instructor or among themselves to simulate a PSC inspection on fire-fighting or LSA.
